Blue Envelope Program

University Police at University Park is proud to participate in the Centre County Crisis Intervention Team (CIT) Blue Envelope Program, a countywide initiative designed to improve communication and safety during traffic stops involving neurodivergent individuals.

This program promotes proactive understanding between drivers and law enforcement, helping reduce anxiety and create safer, more positive interactions for everyone involved.

What Is the Blue Envelope Project?

The Blue Envelope Project provides neurodivergent individuals with a clearly marked blue envelope to store important documents for use during a traffic stop.

The envelope may contain:

  • A copy of a driver’s license
  • Vehicle registration
  • Proof of insurance
  • Emergency contact information

The outside of the envelope includes communication guidance for both the driver and the responding officer, helping ensure clear and supportive interaction.

In addition to the blue envelope, participants will receive a discreet decal placed on the rear window to notify responding officers prior to contact that a vehicle occupant may have special needs.

These materials are distributed through police departments across Centre County, including University Police and Public Safety.

Traffic stops can be stressful for anyone. For individuals who are neurodivergent, those interactions may be particularly overwhelming. The Blue Envelope Project provides a structured, predictable way to share important information and establish understanding at the beginning of an encounter.

How to Obtain a Blue Envelope

University Police and Public Safety makes Blue Envelope materials available upon request.

Community members may obtain a Blue Envelope:

  • In person at the University Police and Public Safety office (8 University Drive, University Support Building 1) during normal business hours
  • By appointment, by calling the UPPS office
